First Nations and Inuit Policing
Through the First Nations and Inuit Policing Program (FNIPP) and the First Nations and Inuit Policing Facilities Program (FNIPFP) Public Safety Canada supports improved public safety outcomes in First Nations and Inuit communities. In general, funding under both programs is provided in accordance with a 52% federal- 48% provincial/territorial cost-sharing ratio.
First Nations and Inuit Policing Program (FNIPP)
The FNIPP funds First Nations and Inuit police services and other initiatives that improve policing and community safety outcomes in First Nations and Inuit communities, in collaboration with provinces and territories of jurisdiction.
The program includes four types of funding agreements, as well as separate funding transferred to the RCMP to deliver policing in First Nations and Inuit communities.
Stream 1 – Funding Agreement for a First Nations or Inuit Police Service
Stream 1 funding contributes to the operations of First Nations and Inuit police services that have been authorized and/or established under relevant provincial or territorial legislation.
Stream 2 – Enhanced Policing Agreement with an Existing Police Service (non-Indigenous and non-Royal Canadian Mounted Police)
Stream 2 funding contributes to the costs of allocating a contingent of police officers, special constables or other appointed policing or community safety positions, from an existing police service (provincial, territorial, municipal or regional) to a First Nation or Inuit community in order to provide a dedicated level of policing services.
Stream 3 – Funding Agreement for Community Safety Officers
Stream 3 funding contributes to the long-term and stable presence of regulated safety officers in First Nations and Inuit communities, complementing the role of the police of jurisdiction.
Stream 4 - Funding Agreement for Other Policing Initiatives
Stream 4 funding supports time-limited, project-based initiatives, research and special projects that contribute to the FNIPP's overall expected outcomes.
Community Tripartite Agreements (RCMP Police Services)
Similar to the objectives of Stream 2 investments, a proportion of FNIPP funding is transferred each year to the Royal Canadian Mounted Police (RCMP) to support a dedicated RCMP policing presence in First Nations and Inuit communities. These enhancements are managed through Community Tripartite Agreements between Public Safety Canada, a provincial or territorial government and First Nation or Inuit communities. They are separate from RCMP community policing services, which are cost-shared by the federal government and the provinces and territories through Police Service Agreements.
First Nations and Inuit Policing Facilities Program (FNIPFP)
The FNIPFP funds policing facilities and other infrastructure projects in First Nations and Inuit communities, as a complement to investments made under the FNIPP. A priority focus for investments are the infrastructure needs associated with the operations of First Nations and Inuit police services.
