General eligibility requirements
Those applying for the "Red Flag" Awareness Initiative funding must meet the following requirements to be considered:
- Be an eligible recipient
- Perform one or more of the mandatory organization functions listed below
- Have a minimum of 5% in-kind and/or cash contributions from a non-governmental source
- Complete the application form, including the mandatory work plan and project budget
Eligible recipient classes
Contributions may be provided to the following classes of recipients:
- National, provincial, territorial, municipal, Indigenous, community or professional organization, society or association which has voluntarily associated itself for a not-for-profit purpose, and which has a mandate to represent their membership or community
- Canadian university or educational institution
- Indigenous or non-status government, organization or community
- Municipal or regional government
- International non-governmental organization, including bodies associated/affiliated with organizations of which Canada is a member, which has as their purpose supporting public safety and/or emergency management as priorities
- Not-for-profit organization or association serving the private sector
Mandatory organization functions
Eligible recipients must perform one or more of the following functions:
- Provide public legal education or related services
- Provide support services to victims, particularly those supporting Indigenous victims and/or victims of gender-based violence
- Provide services to support Indigenous peoples and/or other marginalized groups
- Provide services to support those experiencing mental health conditions and/or thoughts of suicide.
Who is not eligible
- Organizations that do not perform one of the above-noted functions
- Individuals
- Federal, provincial and territorial departments and agencies
- Provincial, municipal and Indigenous police services
- For-profit groups
- Crown corporations
Project requirements
Eligible projects must meet specific criteria, and align with specific areas of focus, to be considered for the "Red Flag" Awareness Initiative.
Projects must:
- Mobilize knowledge of "Red Flag" laws, including both emergency prohibition orders and emergency limitations on access orders, to individuals from any of the following audiences:
- Victims and those at risk of victimization, particularly victims of gender-based and intimate partner violence
- Those accessing mental health or wellbeing services
- Those from Indigenous, marginalized, rural, and/or Northern communities, or
- The project must provide public legal education information on "Red Flag" laws broadly, which can support any of the above audiences
- Be designed and implemented with consideration for the needs of the intended target audience(s), and
- Include reporting on the effectiveness of the knowledge mobilization project, by:
- Identifying the number of individuals or supporting organizations participating in project activities, or
- Identifying the frequency that knowledge mobilization products were accessed or downloaded, or
- Identifying the number of physical products distributed to either
- individuals seeking support in making a "Red Flag" application
- organizations who support individuals from a target audience, or
- Identifying the percentage of supporting organizations reporting that knowledge mobilization activities effectively supported those at risk of firearm-related harm
Examples of project activities
Examples of project activities could include, but are not limited to:
- Training Workshops / Webinars / Information sessions, etc.
- Toolkits / How-to Guides (e.g. booklets, pamphlets, etc.)
- Physical / Digital Awareness Materials (posters, fact sheets, infographics, digital information portals, etc.)
- Date modified:
